ICCS - International Civic and Citizenship Education Study

ICILS (International Computer and Information Literacy Study) is an international assessment conducted every five years by the International Association for the Evaluation of Educational Achievement (IEA). It measures the computer and information literacy of 8th-grade students worldwide, focusing on their ability to use technology effectively in learning, work, and everyday life. The study assesses not only students' technical skills but also their ability to think critically, solve problems, and collaborate using digital tools.


ICILS provides valuable insights into how well education systems are preparing students for the digital age, with a particular focus on 21st-century skills such as digital literacy, problem-solving, and critical thinking. The results help policymakers, educators, and researchers identify gaps in digital education and develop strategies to enhance students’ capabilities in navigating the ever-evolving digital landscape.
The ICILS pilot study will be conducted in Georgia for the first time in 2027, while the main study will take place in 2028, organized by the National Center for Educational Research (NCER).

ICCS & ICILS

Since 2025, Georgia has joined two more important international studies organized by the International Association for the Evaluation of Educational Achievement (IEA)ICCS (International Civic and Citizenship Education Study) and ICILS (International Computer and Information Literacy Study). It is important to note that digital literacy and civic education are essential components of global citizenship, and for the first time, a large-scale assessment is being conducted in these areas, serving as a foundational study within the Georgian educational context.
